The Philharmonic Concert Hall is located in the centre of Essen and was re-opened in 2004. It is one of the numerous venues for the festive programme for the European Capital of Culture 2010. The choice of the main venue reflects the conference's focus on cultural issues.

Essen as one of the centers of the Ruhr Metropolis, the third largest metropolitan area in Europe after London and Paris and inhabited by six million people, is one of the most vibrant areas in Germany. Formerly one of Germany's most important coal and steel centres, Essen has transformed successfully to a modern urban centre based on the service industries. Monuments of former industry stand as symbols for the city’s successful structural transformation and parts of the industrial sites (Zeche Zollverein) have been listed as a World Cultural Heritage Site by UNESCO. The Ruhr Metropolitan Area has been announced European Capital of Culture for 2010.
